One thing is certain. If they do any kind of rs it first will not be good at all for the investor. Second (the thing im 100 percent certain about) if they are still listed on the pinksheets when they actually do the rs than this is a scam plain and simple. It can be a scam anyway. There are also other indicators that will tell if this is a scam but the one I just mentioned is certain no ifs or buts about it.
