The biggest news in months has been treated as a nothing burger by the market. Shareholders still see no way NNVC can raise enough money except by sending the stock price down further.

One thing that would really bump the stock price would be if Theracour and AllExcel merged with NNVC so NNVC actually owned some IP. But that won't happen, Dr. Diwan would rather let NNVC die than lose control of the IP. After all, that's why NNVC was set up in the first place.
