Need Plumber For Faucet stuck in Time Warp...

The CarMax fountain due to fill my cup last night shortly after midnight was stuck on "you already claimed plus1 in the last 24hours etc". All faucets were tapped about the same time the prior night so I checked the wallet for the times. I tried a bunch of times no luck. Tried again this morning, same thing.

Anyway to unstick this one so I can put my cup under it? LOL
