Do you mean people are buying and selling to each other via different brokerage accounts in order to manipulate the price? For example, putting a low bid in with one broker and selling into it with another in order to manipulate the price in attempts to drop it lower? I believe that would not only be frowned upon, but also illegal if found out. Then again, this is the OTC; Probably happens all the time.
