I do not believe so. My understanding is that when POTUS signs off the land swap then the four outstanding suits which the female federal judge ducked will be void. The contested case application, or 'start again' bid, still rests with the DNR and, as cawgermany so rightly pointed out, they are sitting on it like they are with permits. Not sure what all the guff from Landwehr a few months ago - 40 extra staff reviewing thousands of comments - actually related to. I must say that I am greatly taken by the notion of yet another EIS. See you in 2028!!
