Info on "Floating stock", which may help clarify why we have not and will not see any increase in OS for recent cash investor deals:

Floating stock is a portion of the OS which represents the total number of outstanding stock/shares that are open to public for investment.

In this cae, FRLF has 67m float. Lets say they do two small investor deals, one for $100k cash and another as an exchange for outside services

Investor 1 gets 100k issued shares with a 6 month trade restriction
Investor 2 gets 200k issued shares with a 6 month trade restriction

the shares are issued on paper to the investors and ownership transaction is booked by the TA

the float of 67m is now reduced to 66.7m (67m - 100k - 200k)
OS never increases and remains the same 187m total.

Hope this helps make sense of it!
