Nope, that's not exactly what was said. It says SCV does receive payment for Investor Relations and Financial Consulting Services that it provides to it's clients.

It also states that one can assume that officers, directors and employees of SCV hold a position and intend to trade in these securities from their own personal accounts. It does not say that SCV was paid in shares.

Here is SCV's disclaimer
