Blackout period explained -

Finally I decided to better analyze this point. The reason ipci never discloses anything is they are constantly in a blackout period.

How is that?

Because when you consider the blackout period you have to apply it to the persons in charge and not to the functions they represent.
So has been Odidi in an infinite blackout period?
I would say yes, given his total disconnect with the real world.
He completely blacked out.
