Shell Risk is a name tag that OTC Markets might slap on some OTC stocks. Here is a description on their website:

The Shell Risk designation indicates that a company displays characteristics common to Shell Companies. This designation is made at OTC Markets’ sole and absolute discretion based on an analysis of the company’s annual financial data and may differ from issuers’ self-reported shell classifications in their own public filings.


Keep in mind that OTC Markets has no official authority, and they are not regulators like FINRA and SEC are. So ultimately the name tags (like Shell Risk) that they put on stocks don't mean much... it's OTC Markets' opinion only.
