I been doing drywall/painting for 40 years using that technique.

When all four wheels on a perry are locked the scaffold doesn't move.

When a ladder sits on any object that doesn't move it is safe as it's no different than being on a floor.

I would never place myself nor recommend any procedure to anyone else I haven't used over and over again.
