There has not been a share reduction.

After months of decline and months of channel trading in the low 20's, immediately after the share reduction was announced, PPS started to to increase steadily, day by day.

I wonder what the catalyst was then? Looking at the size of many of these buys, I would not guess them to be by newbies.
Of course, all IMHO.
