Because if they can spin no news into something hopeful, like Mahoney did in his reply to you, that is way preferable to not replying at all.

There is no reason — none — for him to not be able to say a grant application was filed, or that the pilot plant had been reassembled.

That’s why the PPS and volume are high-centered.
