The persistent naked shorting ( which can only be done by market makers) keeps the price in check. It goes up and down daily but is persistent. This is not like the shorting we as individual investors can do. We )typical investors) have to short actual shares (borrowed from an institution). Naked shorting should be illegal but they let them do it - the shares are like synthetic as they don't really exist (google naked shorting for a better explanation than I can provide ).
