Lebbe1 - Spot on. Those "bank officials" are from a major Vietnamese bank.

I'm speculating that the $50MM loan commitment will be channeled through a VN based bank with World Bank guaranties to keep the interest rates subsidized and very low. This project is a natural fit for World Bank guarantees. When the ink is dry on the loan docs we then will get a meaty PR. We'll see.
