This is true. Then why the milestones aimed at B OM and completing a deal? Unless they have a deal mostly wrapped up? How else to interpret it?

O/w only explanation for the desperate financing would be dying company last gasp.

But the financing seems to be a sort of lifeline to allow deal completion, no ?
