Honest answer: the characteristics you’re describing are not violations of the terms of service.

- add no value (that’s each reader’s job to assess)
- there to scare people (that’s your inference)
- Say things like it's a Scam the CEO is a liar and scam (on-topic opinion)
- It's a pump and dump. (on-topic opinion)

complaints are put in and nothing happens

Be glad. Frivolous TOS reports can result in having that feature disabled.
