I think he's just using the wrong term for something we've seen happen many times over these last few years:

Somebody puts up a poorly-done website for a business that claims to be "going public" via this ticker. Namely whoever was behind Good Vibrations Shoes, Long Beard Brewing, and now Landmark Technology Group. Please excuse me if I left out some part of their FULL LEGAL CORPORATE ENTITY NAME, you know exactly who I mean if you know as much as you imply.

Somebody buys up shares at $0.0001. Lots of them. Millions of them. All of a sudden it looks as if the ticker is trading. Well, it sure is! The PPS goes up to double or triple what the average has been all along.

Whoever bought up all of those millions of shares at $0.0001 now sells them at $0.0002 or if they're lucky at $0.0003, payday! Then it's over, nobody else wants more shares at that price. No more bids at $0.0001 either.

To anyone who is not a seasoned trader, it looks like a third party pump-'n'-dump. Give it another name if you like.
