Notice that the Open Date Open for comment 6/12/2018 and the Deadline is TBD - this is listed on the first line.

Now scroll down and read "DATES: Comments must be received on or before [INSERT DATE 60 DAYS FROM THE DATE OF PUBLICATION IN THE FEDERAL REGISTER]."

The deadline date is NOT 60 days, it's TBD as stated on the first line.
