I read that United Rail has launched its Affiliate Passenger Railcars Fleet program.

The Companyis accepting applications from private railcar owners of passenger railcars to affiliate with their growing fleet of cars.

Owners will fall into three categories. FRA 238 compliant, which allows their car to run on the upcoming LA to Vegas X Train runs, Amtrak Certified - which allows them to be in a charter pool.

United Rail plans to run six charters a year, and the Excursion class which puts private owners in a pool for theri X Wine Railroad pool as well as other private movements they plan to offer.
