Virtu has done it a few times with dormant companies they picked up when they bought Knight.

They start it going by buying a few shares ....

Then they get people interested .... then they dump on to retail.

They may have bought 2-300,000 to get people like you and me interested in it ....

So they can dump the close to 5 Million they have.
