Regular plants you will need to change the light cycle to under 12 hours of daylight to force flowering. Those types of seeds can take well over 100 days but there are also some weaker strains that can be grown quicker.
But yes, they can do growth cycle in one room and then move it into the flowering room and get as many cycles as they are saying. All the rooms would be at different points during the grow though. They couldn't do 5 rooms flowering and 5 rooms in growth and still get that many harvests.
