Why naked short of FMCC ranges 55%-75%, FNMA 25%-35%?

To keep PPS of FMCC higher so that retail sells FNMA to buy FMCC. If you have purchased before NWS and rotate from FNMA to FMCC or common to preferred or vice versa, then you have no claim after settlement.

Is that the reason FMCC gave loan to institutional investors to buy FMCC shares? Is not that illegal?
