Yes, they can. Not as an investment, but to cover an FTD. Some may have been inadvertently short 4 shares (or a multiple ending in 4) and needed to cover it. It happens more often these days with investors entering their own shares electronically at discount brokerages - they often make mistakes on their sale amounts and end up with a small FTD position. Once it went gray market, the broker forced its closure.
