What am I missing here?

What's missing here is simple: top-line growth.

Annual revenues still lower than they were in 2013. The company has consistently over-promised and under-delivered. Management loves to tantalize analysts with the "game-changing" contract that is forever just around the corner.

Until this company lands a REAL contract, one that vaults the top line well over the $1B mark and consistently grows from there, the stock will continue to get the Rodney Dangerfield treatment.
