I'd argue that both of those dates are irrelevant. Everything is always on the table and up for negotiation. Placing a date on it is indeterminant of any possible negotiations that could happened before said dates. Countless deals are done prior to announcing intent. Bottom line, IMO, if they weren't actively discussing potential partners or putting out feelers throughout AXAL's development then shame on them.
