Pure fraud. There are provisions that will keep it at a tiny fraction of that. Might as well say there is potential to draw up to a trillion dollars of funding... IF the stock price rose high enough.
As with every other dilution they have done, they can only receive enough cash to pay salaries and rent for a short while until the next dilution. This time they are starting in a hole and can't possibly draw enough to pay accounts payable and other obligations. Bankruptcy is DEFINITELY in their future.
