I would say yes. Everything else makes no sense in my eyes. Why should they hold up an Office? Why should they file? Why should the albanian ministery talk about the shala project? Yes, it´s all a bit slowly, yes until now very slowly. But I think the 8k is the beginning of a nice development. A lot of Problems had to be solved behind the scenses, but now I think they will start very soon!
