"China could also penalize American companies operating in China, restricting their business in a welter of ways. Some could be explicit -- imposing extra taxes on earnings U.S. companies make in China, say.
And some could be less obvious, such as the way officials claimed South Korean stores in China were guilty of fire-regulation violations last year when a diplomatic dispute erupted between the two countries.
China of course has plenty of other economic weapons at its disposal, beyond tariffs on imports. For one thing, there's the tariff RATE that's being applied, as just mentioned.
To equalize the dollar amount, theoretically China could threaten to impose a higher additional tariff rate on a smaller amount of imports, versus matching the U.S. additional tariff on a bigger amount of imports. One way China could respond is with higher tariffs. It doesn't have to limit itself to 25 percent and could, for example, sting U.S. farmers with anything up to 100 percent on a range of imports. That's been done before. Bill Clinton once threatened to place 100 percent tariffs on a range of Japanese sports cars before a deal was made."
