A question for all you rules/decisions buffs.

Phil, prior to putting on 13 decided to place a mark/marker next to his ball so there would be no guess as to where his ball lay. He then putts, ball rolls off green, he marks it, declares "unplayable", goes back to mark and places ball in exact spot, removes the mark/marker-putts and makes it. Is their a penalty for marking his ball and leaving it prior to 1st putt?
