Hmmmm... Not sure how they were able to split without being SEC current.

I decided I would call FINRA's Operations Department at 866-776-0800, to hopefully clear up the confusion. After I explained the situation with VCPS and their "non-reporting" status, I was informed that otcmarkets is a third party service and isn't affiliated with FINRA or the SEC; because of this, some of the stuff reported might not be fully accurate. However, after I told the agent that I searched the EDGAR database and everything looks to be accurate, I was told that based on the 15 days that have passed since the NT 10-K, the company is not considered current at the moment. While OTC stocks have much looser requirements and reporting standards, they must still supply the minimum information 10-Q/K to SEC in order to request a split.

We can give them the benefit of the doubt...Maybe they are running a little late with reporting and needed more than the standard 15 days, especially since they lost their accounting firm because they couldn't afford to pay them. Or maybe there is nothing here and this was always planned to happen. All I know is without the annual report, this is dead in the water.

This situation is exactly why I always try to wait for a reversal confirmation before buying a bottomed stock. They can go dormant for months or even years before anything happens. Sure, some can be huge winners if bought at the right time, but the majority either get split, go through bankruptcy, and/or SEC suspended & delisted to the grey sheets. Apparently, in the case of RKOS, some can come out of hiding and somehow pull off a split, wiping out all shareholders who have been stuck in the stock the entire time. Can you imagine sitting in a stock for years not being able to get out and then seeing a split? Screw that noise! I don't want to stick around and find out. Plenty of other plays out there.
