Simplest explanation is the most likely: they didn't have your hindsighted foresight :)

Aspire has to fulfill their contact. I find some of this stuff puzzling too, and I've been over it twenty times. The $.25 shares tops my list. This is a company that is scrambling. They have put back IP rights and cut staff, salaries, facilities, and trials. This is what you see from a company really trying to conserve capital. To top it off with a sub-market - and by all appearances non-contractual - share sale is baffling. Leo didn't explain the pricing to me but conceded it was "low".

This management is not completely open about what's been going on the past three quarters, and I'm not referring to the deal talks. I suspect the only thing keeping bearish hack SA pieces at bay these recent months is that B and P news have been "imminent". It's been a long, hushed drum roll for the whole crowd.
