Misquoted CEO didn't say 12 to 15 million expected revenue. He said, and I quote,

"Going into '19 I expect, you know, full 15 AND the full 12 million from EACH of these hospitals per year. That should kick into the second half of this year."

(Plus a few more "um" and "you know" typical in an interview.)

Reading between the lines, I interpret that to mean the first two quarters won't look great on paper, but the last two quarters should show vast improvements.
