It looks like someone has been trying to push it higher every now and then. Buy a few million shares to make it look like it's actually trading, but not a lot of interest from anyone else.
What it looks like to me is somebody occasionally attempting to make it look as if penny speculators could double their money in a few hours; buy at $0.0001 and sell at $0.0002 in the middle of an active trading day. Someone who isn't very experienced at trading (like myself) just might fall for it and scoop up a bunch of shares.
