i guess the simple answer is that it depends on the
application - some will not need to prioritise a pilot
phase, some will

the good news being that any first tests on the heaviest
crude oil - the most challenging so far ? after condensate ? - will logically apply to whole pipelines and questions of how many units are needed across an entire network or country or continent !
