The best I understand it is that VelocityShares was a creation of Credit Suisse.
The notes and management are all controlled by Credit Suisse.
Janus Capital bought VelocityShares in 2014, but Credit Suisse still manages and controls management of the ETN funding etc. VelocityShares does not own the the VelocityShares products.
" the ETNs are actually debt issued by Credit Suisse. VelocityShares has contractual relationships in both cases, but it doesn’t even have the right to alter the products—that’s up to the fund boards and Credit Suisse."

My brief investigation revealed no relationship with Vanguard except trading in the ETN.

Hope this helps.
