So instead of changing the paint they scraped the hydrogen blimp.

If you research the Hindenburg you'll find the paint used on the shell was mostly to blame for the fire, not the hydrogen

So what I getting from what you stated, even if the fuel cell itself might not be the direct cause of the explosion it is very possible that the hydrogen fuel cell could be scraped just because it is explode able.
