I think from what we could gather from that update last week was that something has caused Phase 1 to be delayed. It was even alluded to as "Due to various issues of red tape and bureaucracy in dealing with the bank holding title to the ships Turner was initially interested in purchasing, the closing of Phase 1 of the shipping deal has taken longer than anyone would have hoped as previously updated in the Shareholder Letter and updates."

Nice quote and since the quote you just posted was not a quote from the recent TVOG PR please explain where your quote came from.
