TD is anomalous in that they allowed trading (online buying) last March, stated in writing then that the DTC Chill was lifted and then soon after only allowed selling of GERS. Other brokerages have a similar policy (e.g. USAA) but they have not changed policies so abruptly -- that is what makes TD anomalous. I suspect, if/when KK gets his house in order and gets back on the OTCQB this will no longer be an issue for any brokerage that allows trading in sub $3 stocks.

I must ask. You seem intent on increasing your position. Why keep beating your head against a wall -- why not open a Schwab account? I have heard that there are others as well (E-Trade?)
