The Senate needs Democrats to pass The 2018 Farm Bill because they need 60 votes
And Mitch will want as big a margin as possible for the Senate vote on The Farm Bill, because the House Farm Bill is going to barely squeak by with zero Democratic support on its revote...
And the bigger the passing margin in the Senate, the more clout the Senate’s version will have when they go to Conference to reconcile both Farm bills into one final version
Hemp Legalization is Red Meat for Democrats in the Senate
The earlier Mitch calls for a vote on Hemp Legalization, the better the chances he will have of ultimately procuring a higher number of Democratic votes for THE 2018 FARM BILL
Think about it this way...
If you are a Senate Democrat and are on the fence as to whether you will vote for THE 2018 FARM BILL, inserting Hemp Legalization into it as early on in the deliberations as possible will create a more positive feeling for the overall bill itself and it might be one of the more important factors that sways you to ultimately vote for The Farm Bill
On the other hand, as we move further along the period of deliberation, more and more Democratic Senators will make up their minds not to vote for THE 2018 FARM BILL
So if Mitch were to wait until the day before the final vote on The Farm Bill to take a vote on Hemp Legalization, most minds are already made up by that point, and the prospects of Hemp Legalization probably wouldn’t be enough to sway many Democrats at such a late juncture
Set the tone early by baiting Democrats with Hemp Legalization to later maximize the amount of Democratic support for the Farm Bill, thus allowing the Senate’s version to more powerfully dictate the ultimate composition of THE 2018 FARM BILL that gets signed into law by Trump

I think THE SENATE 2018 FARM BILL hits the floor on Monday, June 18th and I’m giving Mitch one day of votes on Amendments before he brings up Hemp Legalization for a vote, so as not to make his plan too obvious — he doesn’t want the Democrats to figure out his strategy; otherwise, it may not work as well
So Hemp Legalization comes up for a vote on 6/19/18 and passes by a wide margin with deep bipartisan support
