I don't believe they even thought about shaking out the penny crowd. I think they did the RS for two reasons: 1) get rid of the illegal shareholders, 2) make room to provide preferred shares to other entities that will roll in. Wang wants to go beyond Ma, that will take more than the EV plate IMO.
