No, no hope, especially as the SEC investigation continues. FINRA won't approve any corporate action for a company under SEC investigation (CHIT, VICT and PDXP being investigated currently). FINRA always checks with the SEC first.

CHIT is likely to be revoked, too, so it will become a private company. Common shareholders will get nothing in a reorganization/bankruptcy, as preferred shareholders, creditors, etc. have priority over common shareholders.
