MANY ppl have reported BVTK/Tom to the SEC, etc, and nothing has been done for years.
I like your idea, and think ppl should do what you say. I am concerned though that it's not thorough or "official" enough and may just be considered noise from disgruntled investors who are upset about losses w.out warrant.
I suggest, and this would take quite a bit of work & time from several ppl, that a timeline w/sources (social media, SEC filings, company news, etc) be compiled as professionally as possible and submitted to SEC & Secretaries of States where BVTK is registered & investors are located. A form letter can be created for investors to submit to their SOS requesting it to be looked into. It could also be submitted to news organizations that may have an interest in such a thing (Vice... LOL). Once compiled all data should be uploaded/shared where easily accessible and available to anyone (Google Docs?).
If ppl chose to go that route it will take some truly dedicated ppl and time but could be quite powerful.
