I checked with my Trade Desk associates, and all of our sources do not show a Chill on VMGI, which is why you were able to purchase this stock.

When a Chill is in effect, you may see that a stock is still trading. Each brokerage firm has their own policies on how to handle a DTC Chill. Some firms reserve the right to continue trading a security, even with the restriction in place.

However, at TD Ameritrade, the risk of your order not settling properly is significantly increased when attempting to trade through a DTC Chill. To protect our clients and firm from that risk, TD Ameritrade accepts the guidance of the DTCC in regard to their current ability to settle trades for the brokerage firms using its services.
