A Form 15 filing on an inactive stock usually leads to a run.

On regular 8K Spy Alerts, pull them up on Level 2 and see if there's buying happening....if so, buy in.

Also read them, to see if there's anything interesting there.....but you have to have time to do that....so first check activity.....if not much, then do more research.
