You either declare a dividend and pay it out within stipulated time or you wait to declare a dividend. The F-share was a big failure that pissed shareholders off
I think the PPS will take quite the hit if there is no dividend in Q4 - it will just be a reminder of the failed TRW-dividend last summer :( We simply can't afford to have the ex date for the cash dividend delayed as well.
