The Ex/Im is not an "international debt fund," and it does not fund projects in the U.S. - it funds projects constructed overseas, which produce economic benefit to the U.S.

What does "legally announced" even mean?

If Mad J. had "secured," "obtained," "closed on," etc. any project financing, by his self-imposed May 31 deadline, he would have announced it - there is no purpose in delaying the announcement, to "shake out weak hands," or because "the PR company is now in control," or any such nonsense.

Insolvent, asset-free shell companies, with no business operations, employees, suppliers, customers, like MMEX, don't get $50-million in project financing. Even the famed Nigerian Prince Jones Dimka knows this.
