the rule may cut back dilution but doesn't stop it, it allows for 20% of the 20 day average,so if the 20 day ave is 300ml Xs 20%=30k$ over a two day period ,that's half of todays vol. ,I don't know at what rate it has to be spread or if its just within a 2 day period , either way its huge ,and it only slows dilution if any otc is going to follow rules, many are willing to pay penalty if caught, the penalty may be less than the profit ,or they could just start calling it debt instead and give shares to a co. to sell for them. so many ways to hide it ,I don't trust any pennies or big boards ,just make plays like a player ,I don't marry them
