I think it's to trick you into spending money. When I went on there it said updated two hours ago so of course I thought there was an update but no one bother to pay the fee to see it so like a dummy I paid to update it and nothing new showed up it just reset the time for when it was last updated. So the last update is not really new information being posted but the last time someone refreshed it to see if there are any new documents.
Waste o money
