selling has now brought market cap down to $170M, looks to be at the Russell cutoff. Who would be selling into this, when Russell purchasing could move this higher

Unless there is shorting to initiate selling to buy shares lower?

I don't get it. In this for over 25 years and the selling has always been relentless
