Yes one can 'finance a company without dilution'; let me count the ways:

1. A partnership a JV where another partner finances the project say 50/50 and the company with the technology , in this case, KBLB, rides free, therefor no share dilution.

2. Sell a minority share of the project for financing, no share dilution.

3. Sell bonds for debt, no share dilution.

4. Sell preferred shares, no share dilution.

5. Sell an convertible debenture with the convertible price with a high conversion say 25 cents a share , not much dilution there.

I think KBLB will pull it off with little or no dilution. They got this far, I'm beginning to be a convert! Vietnam Political risk be damned!

That's my opinion.
